SAXIS, VA
Up to 10 short-term rentals may operate at one time under an ordinance the Town Council approved after a public hearing on October 5 which also requires non-resident owners to live within 50 miles of town and bans large parties, weddings and commercial gatherings at rentals. Mayor Denise Drewer who owns a number of the town’s rentals has abstained over a conflict of interest.
Saxis Short-Term Rental Ordinance, September 2026
Official Town of Saxis document outlining short-term rental regulations including permit requirements, operating restrictions, and enforcement provisions.
The ordinance follows an earlier one enacted without advertising or a hearing while property owner Todd Ellison’s counterclaim calling the original rules void is still pending in circuit court.

Two approaches to expanding vacation rentals, a simplified planned development approval and overlay districts where commissioners would choose which neighborhoods qualify went before the City Commission on October 7 with staff aiming to return with a proposal before the end of the year. The planned development route would require owners to show how they will improve their properties though staff warned locations would be harder to control.
Staff floated part of the beachside as one overlay area while the city attorney said overlays could face legal challenges over a non-binding state attorney general opinion.
NEW HAVEN, CT
Owner-occupied homes would be the only properties allowed to operate as short-term rentals under an ordinance proposed by Ward 8 Alder Mandy Martinelli with Alders Frank Douglass and Leeland Moore which would also require owners or long-term tenants to obtain a license. The proposal sets limits on rental length and guest numbers with the specific figures to be confirmed.

The UNITE HERE union backs the measure and says property managers and downtown apartment buildings listed about 1,000 short-term units this summer while Martinelli said stays of three to six months such as for traveling nurses would still be allowed.
SCOTTSDALE, AZ
Police responded to 665 calls for service at short-term rentals between January and August as the city ramps up enforcement across eight city agencies with targeted policing, owner outreach, public education and new technology tools. Officers have filed 460 charges at rentals this year including 359 for non-compliance after non-compliance charges rose 46% from June through August compared with the previous three months.

The city counts 2,966 active licenses and collected $9,000 in penalties in August while it backs state proposals that would allow higher licensing fees, clearer definitions and updated lien rules.
LAS VEGAS, NV
Fines of $41,500 against a homeowner who bought a house where a tenant was already running an unlicensed short-term rental go before City Council at a hearing in late October. Code enforcement set the penalty at $500 per day for more than 80 booked guest days after opening a case in September 2024, almost a year before she bought the home in August 2025.

Her attorney has asked the city to cut the fine to reflect actual stays and filed complaints with the state real estate division against both agents in the sale.
CLARK COUNTY, NV
The Ninth Circuit Court of Appeals ordered a narrower injunction against the county's short-term rental enforcement and sent the case back to District Court after the county appealed the order that has limited fines and citations since December 2025 when a federal judge sided with homeowners and Airbnb who argued the rules were unconstitutional.
Ninth Circuit Court of Appeals Ruling on Clark County Short-Term Rental Injunction
In its October 7, 2026 ruling, the Ninth Circuit ordered a narrower injunction against Clark County’s short-term rental enforcement, sending the case back to District Court to determine revised restrictions on licensing penalties and citations.
Court documents indicate the county could reopen its license application portal once the injunction is narrowed and applicants could be exempt from certain penalties while their applications are reviewed.
ST. LOUIS, MO
Body-camera footage, call recordings and other records from a police visit to a short-term rental are the focus of a lawsuit the Goldwater Institute filed for owner John Thomas against the St. Louis Metropolitan Police Department claiming it violated the state Sunshine Law. The suit says police missed the three-business-day response deadline, sent a $183.77 fee demand more than three months after the request and released only some records after more than four months.

Thomas seeks the remaining records, a refund and civil penalties after officers checking a report that the property was condemned found no notice and left.
WESTERLY, RI
Five Town Council candidates laid out their short-term rental positions at a forum on October 8 where Councilmember Rose Van Dover proposed capping the town's roughly 450 rentals with a March re-registration deadline and a waiting list while Michael Ober, Anne Pearce and Jean Gagnier backed the limits council is now negotiating.

Pearce supported registration fees that would pay for code enforcement and tracking software. All five answered no or passed on taxing rentals as commercial property as the town solicitor reviews whether a cap is legal and the top three vote-getters take office in January 2027.
