CORPUS CHRISTI, TX

Work on revised short-term rental rules is on hold after the city paused its Short-Term Rental Committee when it received a notice of claim on September 29 under House Bill 2127, a 2023 law that lets people challenge local rules they believe conflict with state law.

The claim from Coastal Family Homes targets parts of the rental ordinance and related enforcement so committee meetings are canceled until a legal review is complete. Revisions had been due at council by mid-November while a pause on new owner-occupied Type 1 permits runs until November 17 for the city's 1,547 short-term rentals.

LOS ANGELES COUNTY, CA

Short-term rental guests in Monterey Park would pay a 16% tax under Measure AAA while Alhambra would extend its existing 12% hotel tax to Airbnb and Vrbo stays under Measure HT as seven cities propose higher lodging taxes to fund police, fire, and other public safety services.

Monterey Park's measure would also raise the hotel and motel rate from 13% to 14% for about $600,000 in added yearly revenue while Burbank, Culver City, Hawthorne, Lynwood, and Rancho Palos Verdes seek hotel tax hikes of their own.

LAKE WORTH BEACH, FL

Ordinance 2026-09 would lift the city's ban on stays shorter than 30 days and allow short-term and vacation rentals wherever dwelling units exist after commissioners voted 3-1 to continue the public hearing on August 26 to October 6.

The Planning and Zoning Board recommended the change on June 30 to align local code with state preemption laws while commissioners asked staff to study third-party registry and enforcement options and whether utilities could charge commercial rates for licensed rental properties.

SOLANO COUNTY, CA

Supervisors introduced amendments to the county's rental ordinance on October 6 that add minimum stay requirements, refund restrictions, advertising limits, and recordkeeping and reporting rules to stop operators from skirting short-term rental regulations through 31-day listings that allow early cancellations or refunds for partial stays.

Unpermitted operators in zones that ban vacation rentals have used these listings to get around the rules which county staff said may cost the county transient occupancy tax revenue as well as permit and business license fees.

BUFFALO, NY

Only 219 of the 602 short-term rental listings in Buffalo are inspected and licensed after a review of city enforcement data showed Permit and Inspection Services has confirmed just 286 of those properties as subject to its rules while Airbnb has been unwilling to share address-level data for enforcement.

The city has issued 168 tickets and posted notices on 121 noncompliant properties yet Common Council members say more action is needed even after two moratoriums, higher fees and fines, and zoning changes last year that limited new non-owner-occupied rentals to commercial and mixed-use districts.

BELLEVUE, KY

Mayor Charlie Cleves is urging state lawmakers to protect the city's power to regulate short-term rentals before the next legislative session opens on January 5, 2027 as Bellevue deals with more than two dozen illegally operated rentals that he says almost always involve out-of-state investors.

City rules require owners to live in a home for at least 183 days before renting it short term and Cleves said investors are buying homes priced at $125,000 to $175,000 that families could otherwise afford. His push follows the April failure of Senate Bill 9 which would have blocked cities from regulating short-term rentals.
