TELLER COUNTY, CO

A two-year process of countywide meetings and a public survey ended on September 10, 2026 when Teller County commissioners unanimously passed Ordinance 23, the first short-term rental regulation in the county's history and one that closes a gap that left more than 850 rentals operating without permits. The ordinance cleared first reading on August 6, 2026 before returning for the final vote.

Hosts will pay a $750 annual license fee, sign up for Everbridge emergency alerts and accept inspections when violations are reported while new buyers must own a property for 365 days before hosting. Commissioner Erik Stone framed the logic bluntly by noting that "anything not defined in our land use regulations is prohibited" which is why existing hosts get a path to legal operation rather than grandfathered status.

UNION TOWNSHIP, PA

Supervisors in Union Township approved the municipality's first short-term rental ordinance on September 9 by a 2-1 margin with Kerry McCrary and Gary Longenecker voting yes on Ordinance No. 200 while Stephen Lum voting no. The measure had been tabled 3-0 on August 12 after Lum objected to a provision he said would let inspectors visit rentals unannounced and residents argued the rules infringed on property rights.

As amended, the ordinance permits short-term rentals in single-family detached and semi-detached homes, two-family and multifamily units and other structures normally used as residences. The board needed to vote within 30 days of introduction to avoid re-advertising the ordinance for October 14 and said further requirements may still be added.


CANNON BEACH, OR

A cap of 165 short-term rental licenses moved closer to adoption in Cannon Beach when a majority of city councilors voiced support for the ordinance at their September 8, 2026 meeting but chose to continue the hearing so the state can be notified of several changes before a vote on October 6. The measure would also tighten density rules to stop rentals from clustering in one area and create exclusion zones east of Highway 101.

The city holds 195 permits today so the cap would shrink the pool over time as 40 lifetime permits issued before the city stopped offering them eventually expire, and adoption would reverse the Planning Commission's earlier recommendation to reject a cap.

Two sets of short-term rental rules will soon govern Pacifica after the City Council voted unanimously on September 8, 2026 to accept the California Coastal Commission's modifications for the coastal zone alone. The commission had certified the ordinance in August only on condition that the city drop its primary residence requirement and raise the unhosted cap from 60 to 120 days a year.

That split matters because about 89% of coastal zone rentals are unhosted compared with 22% elsewhere in the city where a 60-day cap has applied since October 2025. Councilmember Charpentier warned the looser terms will disproportionately benefit corporate-owned rentals while staff expressed high confidence that the commission approves the resubmission at its October 6 to 8 meeting before the October 31 permit renewal deadline.

BEACON, NY

Council members returning from a three-week break on September 8, 2026 reviewed proposed updates to Beacon's short-term rental rules that would let hosts rent their homes for more than 100 days a year while making it illegal to list a property on Airbnb or similar platforms without a Building Department permit. The changes would also clarify that accessory dwelling units cannot operate as short-term rentals.

A five-year waiting period for new property owners drew the most discussion after Council Member Lastar Gorton argued it would push buyers to become part of the community rather than arriving to profit from it. A city attorney will research the idea before the council takes the proposals up again and schedules a public hearing.

CHATHAM COUNTY, GA

A 500-foot buffer between vacation rentals sits at the center of the ordinance Chatham County commissioners are still reworking and the board could change the rules governing unincorporated areas before its moratorium on new applications sunsets on November 7, 2026.

The package first read on May 8, 2026 and tabled since May 22 also caps occupancy, mandates on-site parking, requires local contacts who can respond quickly and increases fines and penalties while staff have floated lower occupancy for homes on septic systems and a ban on additional guests between 11 p.m. and 6 a.m. The 8-1 moratorium vote on July 10 spares renewals and pending applications.


ERIE COUNTY, NY

Short-term rental owners across Erie County are being invited to a series of outreach events where county staff will walk hosts through the registration and tax rules that now apply to Airbnb and Vrbo listings. The sessions come as the county moves operators onto its new online Short-Term Rental Registration portal run by Deckard Technologies and ahead of the September 20, 2026 deadline for third quarter occupancy tax returns.

The county has collected a 3% occupancy tax on stays under 30 days since Local Law 1-2024 took effect on January 4, 2024. Every registered host must file each quarter even when there were no bookings while late filers face a 5% penalty plus 1% interest for each additional month.


CAROLINA BEACH, NC

Residents who bought into The Proximity on the promise of no rentals under 90 days lost that protection on September 8, 2026 when the Carolina Beach Town Council voted 3-2 to allow 15 short-term rental units at the 250-apartment complex off Lake Park Boulevard. Neighbors pointed to overflowing trash and broken elevators and gates as proof that the developer could not manage transient guests.

Cape Fear Development had asked to open 10% of units after some near loud businesses proved hard to lease long term, and while the planning commission countered with 12 units and 31-day minimums the council approved 15 with no minimum stay under case CZ21-02 MOD.


NEWCASTLE, OK

A public hearing on September 28, 2026 will decide whether a 0.78-acre home at 1214 S. Dickerson in Newcastle can operate as a short-term vacation rental after owners Audie Bass-Ward and Richard Bass filed for a use permit. The Planning and Zoning Commission chaired by Gordon Harness hears the case first at the Newcastle Multi-Purpose Center.
