SANTA BARBARA, CA
The Santa Barbara City Council will take up new short-term rental ordinances on September 15, 2026 after more than a decade of debate and a string of public hearings that began in August 2025. The proposals add new chapters to the inland zoning code under Title 30 and the coastal zoning code under Title 28 to create a licensing process and operational standards for both rental types.

The rules separate whole-unit rentals with no host on site from homeshares where the owner or primary tenant stays present during the rental. The ordinances carry out Program HE-19 of the 2023 to 2031 Housing Element and are meant to favor long-term housing over transient use.


JEFFERSONVILLE, IN
New short-term rentals in the Arctic Springs riverside neighborhood will now need special exception approval after the Jeffersonville City Council voted unanimously on September 8, 2026 to expand the downtown rental district. The amendment to the Unified Development Ordinance followed requests from residents who wanted the same protections as neighboring areas.

Planning and Zoning Director Chad Reischl told the council that the district contains 85% of the rentals operating in the city. Council President Donna Reed framed the expansion as one more hurdle for operators seeking to open in the neighborhood.
SKOKIE, IL
Trustees in Skokie moved on September 8 to loosen the village's short-term rental pilot program after staff reported that only two units had fully registered since the rules took effect on May 1 while 66 listings remained non-compliant. The changes would cut the minimum stay from five nights to one, drop the cap on the number of stays per year, and reduce total fees from $3,650 to $550 through a $400 registration fee and a $150 operator license.


The revisions apply only to owner-occupied rentals since no investor-owned units are currently registered, and Community Development staff found that nearly 84% of non-compliant listings were rented for fewer than five nights. Corporation Counsel will now draft the amended ordinance for a second reading at a future board meeting.

BRADENTON BEACH, FL
Stricter guest limits and steeper noise penalties are heading to Bradenton Beach vacation rentals after the city commission passed first readings of amended Chapter 59 ordinances on September 3, 2026 with second and final readings set for September 17. Overnight occupancy will follow a two-per-bedroom-plus-two formula so a four-bedroom home tops out at ten guests and total visitors cannot exceed twice that number.

Owners must keep an active state DBPR license while repeat offenders face a three-month suspension for three violations in a year and up to a full year for nine violations within three years with noise citations to start at $200 and climb to $500.
SCOTTSDALE, AZ
A new Neighborhood Response Unit within the Scottsdale Police Department is taking over short-term rental enforcement as part of a broader mission that also covers e-bike complaints, traffic problem areas, downtown safety and solicitor activity. The department formed the citywide unit by combining its short-term rental unit and special projects unit so officers can respond faster to resident concerns.

The unit will enforce regulations the Scottsdale City Council approved this summer that prohibit vacation rentals from operating as venues for weddings, corporate events or large gatherings. Operators must also keep an emergency contact available 24/7 who can appear on-site within one hour if law enforcement calls.
