BUENA VISTA, CO

A narrow 3-2 vote has locked in a new era for vacation rentals in Buena Vista after trustees approved a full rewrite of the town's short-term rental rules on August 25. The ordinance replaces townwide license categories with district caps on non-primary residence rentals that allow 1% of homes in R-1 zones and 3% in R-1.5 through R-3 while permitting 7% in MU-1 and 11% in MU-2.

Existing licenses in good standing can keep renewing even where a district is already over its cap although no replacements will be issued until numbers drop below the limit. Homes with a full-time onsite representative stay exempt and the town expects its 246 rentals to shrink toward 166 over time once the ordinance takes effect 30 days after passage.

EL PASO, TX

The final step in taxing El Paso short-term rentals like hotels came Tuesday when City Council unanimously amended the city code to bring Airbnb and Vrbo stays under the hotel occupancy tax. Guests will pay 17.5% in total with 9% going to the city, 2.5% to El Paso County and 6% to the state.

The El Paso Short-Term Rental Alliance says hosts already owed the tax and platforms will now simply collect it from guests. Collection begins within 90 to 180 days of the June 9, 2026 resolution and is expected to raise $3.5 million a year.

CLARK COUNTY, NV

A new rule that stops booking sites from taking payments for unlicensed vacation rentals in unincorporated Clark County took effect on September 2, 2026. Platforms like Airbnb, Vrbo, Booking.com and Expedia may still show a listing but cannot process a transaction unless the property's license number checks out against county records.

Commissioners approved the measure 5-0 on August 18 as a workaround to the December 2025 injunction that stopped the county from fining homeowners directly so the penalties now land on the booking sites instead at $500 for a first unauthorized transaction and $1,000 for each repeat. The stakes are considerable given that the county has issued just 228 licenses while roughly 16,000 listings remain active online.

Under the proposal, operators would need a business license and conditional use approval while observing occupancy limits and separation rules for rentals in residential zones. The ordinance also spells out how ownership transfers and annual renewals would work.


GRAND TRAVERSE COUNTY, MI

Short-term rental hosts in one of Michigan's busiest vacation regions are watching a proposal that could add a county tax to every booking. On September 2, the Grand Traverse County Board of Commissioners approved a resolution asking the Legislature to let counties impose a local accommodation tax on hotels, motels, Airbnb listings, and similar lodging.

Any actual charge remains a way off since the county needs state permission first. The resolution follows the Cherry Capital Tax Share Initiative's campaign to redirect lodging revenue toward local services rather than tourism marketing alone.

HARRIETSTOWN, NY

More than a year after a 3-3 vote stalled a short-term rental ordinance in May 2025, Manatee County commissioners are back at the drawing board after a 5-0 vote in June 2026 reopened the issue and sent staff to prepare options.

Staff returned on September 2, 2026 with two paths that differ sharply in scope since the lighter one simply updates enforcement of existing noise and parking rules while the heavier one creates a registration and inspection program for about 3,000 rentals that would also require proof of state licensing and tax registration. Nothing moves forward until staff drafts an ordinance and commissioners hold three public hearings before they can adopt anything.


PACIFICA, CA

Four September meetings will decide whether Pacifica accepts a watered-down short-term rental ordinance or risks years of further delay. The pressure comes from an August 12 decision in which the California Coastal Commission voted 6-4 to certify the city's rules only after removing the primary residence requirement and lifting the unhosted rental cap from 60 to 120 days per year.

City staff presented three paths: adopt the commission's version citywide, adopt it only in the Coastal Zone, or reject it outright. If the commission approves the revised ordinance at its October 6 to 8 meeting, the rules take effect October 14 which is in time for the city's annual permit renewal.


VENTURA, CA

Short-term rental owners in the City of Ventura had until August 31, 2026 to renew under the city's updated Short-Term Vacation Rental Ordinance. The cost of staying compliant has jumped sharply with the annual renewal fee rising from $204 to $1,526 as of July 1, an increase of roughly 648% that industry watchers are calling regulation by taxation.

The rules also cap each owner at two permits citywide and just one in the busy Pierpont neighborhood while barring accessory dwelling units from short-term use entirely.


ST. AUGUSTINE, FL

A noise dispute at a short-term rental in St. Augustine turned frightening just after midnight on August 22, 2026 when a 59-year-old neighbor pointed a scoped rifle at bachelor party guests gathered outside an Airbnb on Salado Road. Roughly a dozen guests scattered as one recorded about 15 seconds of the confrontation and asked whether the man was about to shoot them.

The suspect told St. Johns County deputies the weapon was a pellet gun and that he only meant to intimidate the group. Deputies arrested him on a charge of aggravated assault with a deadly weapon without intent to kill even after the guests declined to press charges because they were leaving the next day.
