Singapore Ends Decade-Long Ban on Hotel and Serviced Apartment Development in Boat Quay and Beach Road Heritage Districts
The Urban Redevelopment Authority has lifted a moratorium that has blocked new hotels, backpacker's hostels, and serviced apartments from opening in two of Singapore's most recognizable central precincts. New hotel, hostel, and serviced apartment developments in the Upper Circular Road and Beach Road areas have been given the regulatory green light for the first time in twelve years, removing a planning constraint that applied regardless of any individual proposal's merits.


National Development Minister Chee Hong Tat announced the changes at the opening of the annual i Light Singapore festival on 5 June 2026 and confirmed the accommodation restrictions. The Ministry of National Development said the restrictions had been in place for more than a decade to manage the concentration of tourist accommodation in those areas and that changing tourism patterns and redevelopment needs justified relaxing the controls.
The change operates through the URA's standard planning permission process, and developers and operators seeking to establish new accommodation in the affected street blocks can now submit planning applications where previously such proposals were not permitted as a use class:
Property owners, tenants, or intermediaries found guilty of violating the short-term rental prohibition can face fines of up to SGD 200,000 and/or imprisonment for up to twelve months while repeat offenders will be liable for additional fines of SGD 10,000 per day the offense continues.
The immediate response of investors is evident in the expression of interest exercise for 402 North Bridge Road, a 999-year leasehold commercial building in the Beach Road precinct with a gross floor area of approximately 17,729 square feet and a guide price of SGD 70 million. It was extended to 9 July 2026 after URA's announcement of permission in the Beach Road and Upper Circular Road street blocks. The building's agent reported strong interest from local and foreign investors exploring hotel conversion proposals.

The Upper Circular Road precinct sits alongside the Singapore River and Boat Quay and known for its conserved shophouses and food and beverage tenants, while the newly opened Beach Road segments had been off-limits to new accommodation since the early 2010s. The broader context is Singapore's Master Plan 2025 that gazetted by the URA on 1 December 2025 guides land use across the city-state over the next ten to fifteen years and underpins the government's push to revitalize key heritage and commercial districts.
