PASCO, WA

A unanimous Pasco City Council vote confirmed approved Ordinance No. 4847, creating the city's first short-term rental framework and taking effect January 1, 2027. Operators must secure both a city business license and a separate short-term rental permit before listing.

Rules require a local representative available 24/7 who responds to complaints within one hour, proof of liability insurance, a signed Good Neighbor Policy, and annual life safety self-certification. Weddings, banquets, concerts and similar events are barred which will restrict Airbnb and Vrbo properties strictly to lodging use.

PUERTO RICO

Senator Brenda Pérez-Soto has filed Senate Bill 1381 to create Pool Safety for Short-Term Supplemental Accommodations Act. Filed this early July, the measure would require every Puerto Rico short-term rental with a swimming pool to install and maintain a safety fence blocking direct access to the pool area.

The Puerto Rico Tourism Co. would set fence height, gate and child-resistant access standards within 180 days of enactment. Violations could draw administrative fines of up to $5,000 each plus suspension or revocation of a property's registration.


WINNETKA, IL

Trustees in Winnetka are advancing an ordinance that would ban short-term rentals of fewer than 60 days that will prohibit and capture listings on platforms such as Airbnb and Vrbo.

Village Attorney Peter Friedman was directed to draft the measure after staff identified an active Airbnb listing in the village while carve-outs are expected for informal arrangements between neighbors as well as short stays tied to residents. Trustees will weigh the draft at a future board meeting.

MAUI COUNTY, HI

Owners of roughly 4,500 grandfathered vacation rentals at 104 Minatoya List properties face a clearer rezoning path after a Maui County Council committee advanced two resolutions last July 6.

Resolution 26-110 covers timeshare and leasehold complexes while Resolution 26-111 names seven properties already operating like hotels including Wailea Ekahi and Papakea. Both would amend the Kīhei-Mākena and West Maui community plans and will protect affected units from the short-term rental phase-out under Bill 9.


EUREKA, CA

Hotel and vacation rental guests in Eureka could pay more after the City Council voted 3-2 to place a transient occupancy tax increase on the November 3, 2026 ballot. The measure would lift the TOT from 10% to 12% percent which will apply to hotels and short-term rentals on stays of 30 consecutive days or less.

City Manager Miles Slattery estimates the 2% rise would generate $700,000 in additional annual revenue. Councilmembers Renee Contreras-DeLoach and Mario Fernandez voted against and cited current economic conditions while Fernandez won support for phasing the increase in over two years.


CHARLESTON, SC

City leaders in Charleston are moving to replace the current four unrelated adults limit with a maximum occupancy model which will cap short-term rentals at eight guests. The fire marshal would set each unit's limit by bedroom size under the city's adopted international property maintenance code.

Presented to the Community Development Committee last July 9, the draft goes to the Planning Commission on July 15 before two City Council readings. Mayor William Cogswell said the amendments clarify existing rules rather than add restrictions.


LAKEWOOD, OH

Debate over Airbnb rules resumed at Lakewood City Council this July 13 and revived Ordinance 23-2025 after nearly a year of inactivity since its July 2025 introduction. The measure would enact Sections 783 and 1161.03(cc) of the Lakewood Codified Ordinances.

Councilman Tom Bullock has pointed to nuisance conditions caused by unconscientious operators while some residents want an outright ban. The draft stops short of that and permits rentals as a conditional use in residential districts if owners secure an annual permit and pass inspection.

MOHAVE COUNTY, AZ

Mohave County Assessor Jeanne Kentch announced on July 11 that her office will reclassify full-time short-term rentals including homes listed on Airbnb from residential use to commercial use.

The shift raises the assessment ratio from 10% to 15% which will increase property taxes for affected owners. Kentch is acting at the county level after Arizona lawmakers declined to take up a bill that would have required commercial classification for short-term rentals statewide.

SOUTH BEND, IN

Mayor James Mueller's administration announced that it wants the South Bend Common Council to begin regulating short-term rentals, citing steady listing growth since 2020, recurring neighbour complaints, and artificially inflated property values.

City staff led a public meeting on July 13 before the council's Community Investment and Zoning & Annexation committees at City Hall. No licensing terms, night caps, or penalties have been proposed yet as the session only opens discussion ahead of a formal ordinance filing.

MADISON, AL

Enforcement tools arrived fast in Madison where the city council approved a contract with Deckard Technologies on July 13 to deploy its Rentalscape monitoring software. The one-year agreement costs $8,000 and includes an online complaint form for residents.

The platform will track properties currently or previously listed and check them against the city's new short-term rental ordinance which caps permits at 190 and requires annual renewal. Councilwoman Erica White recused herself from the vote.
