BRADENTON BEACH, FL

A proposed occupancy cap in Bradenton Beach could reshape revenue math for vacation rental owners by allowing two guests per bedroom plus two more under a two-plus-two formula introduced July 21. A final commission vote is expected within weeks.

Owners had pushed back on a stricter earlier plan that capped every rental at 10 guests regardless of size and threatened returns on larger homes such as seven-bedroom properties. The revised rule reaches most operators since only 11% of island homes are owner-occupied.

ORRVILLE, OH

Short-term rentals landed on Orrville City Council's agenda with the planning committee scheduled to meet on July 27 to open discussion on the topic. Council also approved the city's 2027 budget through Resolution 20-26 and on its third reading last July 20 meeting.

The July 27 session opens debate rather than enacting any ordinance and will be early signal that regulation could follow for Orrville hosts. Council will not meet in August and returns for its next session Sept. 8.


FRANKLIN TOWNSHIP, NJ

New short-term rental rules has been advanced by council members in Franklin Township and moved regulation of local hosts a step closer to adoption.

The short-term rental measure progressed at the same session where the council overhauled cannabis licensing fees under Ordinance 4515-26 and approved $5.46 million to preserve the 31.5-acre property at 287 Cedar Grove Lane. Registration requirements, host fees, and an effective date still await confirmation from township records.

NEW YORK

Finance officials in Yates County have agreed to eliminate a 5% administrative credit that short-term rental owners collected for remitting occupancy taxes. The county's Finance Committee reached the decision at its July 7 meeting and acted on the county attorney's finding that the credit was never written into local law.

Finance staff had sought guidance after booking agencies began remitting some occupancy taxes directly and committee members ultimately abolished a discount the county once used to encourage voluntary tax compliance among rental hosts.

FOLLY BEACH, SC

City Council in Folly Beach just marked the first comprehensive review since the ordinance took effect when they agreed on July 21 to commission an independent study of its voter-approved short-term rental cap. Officials are drafting a request for proposals expected to reach council in early fall.

The 2023 referendum limited STR business licenses to 800 and targeted second homes rather than primary residences. Mayor Chris Bizzell wants the review to measure effects on housing, tourism and property values before any amendments arrive in fall or winter.


HOPKINS, MN

Eliminating the current conditional use permit requirement, city council members in Hopkins rejected a proposed zoning amendment on July 21 that would have reclassified short-term rentals as permitted uses across neighborhood zones N1, N2, N3-A, N3-B, NX1 and NX2.

Although city staff and the Planning and Zoning Commission supported the reform, Mayor Patrick Hanlon called for a pause after roughly 30 minutes of resident feedback. Council members favored a permitting process with stronger guardrails before revisiting the measure at a future meeting.


NEVADA CITY, CA

Whole-house short-term rental operators in Nevada City face possible phase-out under a proposed ordinance headed to the council on July 23 and likely the November 3 ballot. The measure targets the 53 whole-house STRs in single-family R1 zones.

JACKSON COUNTY, MI

A looming short-term rental crackdown has stalled in Jackson County where Columbia Township trustees postponed their July 20 vote after a lawyer stepped into the Clark Lake dispute. The proposed ordinance would require operators to obtain a permit, hold no more than four rental properties, and host up to 10 guests per stay.

Township officials first advanced the rules in 2024 before wording problems shelved them. Renewed complaints about noise, overcrowding, and traffic put the measure back on the agenda yet legal intervention has now postponed adoption once again.


HOT SPRINGS, AR

Enforcement pressure is mounting on a Quapaw-Prospect home that residents say operates commercially despite Hot Springs capping residential short-term rental licenses at 400. The owners applied for a vacation rental license too late since the city confirmed residential permits already sit at that ceiling.

About two dozen of the district's 100-plus homes already hold licenses. Following a March notice to comply, City Attorney Brian Albright said the city is assessing citations or nuisance abatement over the property's RN-2 residential zoning.

HOCHATOWN, OK

A short-term rental tax dispute has pulled Airbnb into an Oklahoma courtroom with the Town of Hochatown alleging that Airbnb's faulty jurisdictional mapping diverted lodging taxes owed to it toward the neighboring city of Broken Bow.

Hochatown collects roughly $4.3 million in lodging taxes annually though it says the misdirected share remains unknown and potentially substantial. Filed in July 2026, the suit asks the McCurtain County District Court to hold the contested revenue in escrow until entitlement is settled.
