DULUTH, MN
Housing supply pressure is pushing Duluth toward its strictest short-term rental rule yet with city officials weighing a prohibition on single-family homes converting into vacation rentals. The move builds on a citywide moratorium on new vacation dwelling unit permits that took effect Nov. 10, 2025 and runs for one year.

About 180 licensed vacation rentals operate across the city against a residential permit cap of 120 and an annual ceiling of ten new approvals. Mayor Roger Reinert has argued that any loss of existing housing stock hurts a city that needs workers. Park Point, the UMD area and West Duluth carry the heaviest concentrations and the closest scrutiny.

SOUTH BEND, IN
Annual permits and revocable licenses sit at the centre of a short-term rental package heading to a South Bend public hearing on August 10. The Indiana city counts about 1,500 active listings and has never regulated them directly despite steady growth since 2020.

MAUI COUNTY, HI
Hotel rezoning proposals affecting thousands of Maui vacation rentals stalled on August 7, 2026 when the County Council's Housing and Land Use Committee recessed without taking a vote. Maui Council members paused after nearly three hours of testimony and ended the session under Chair Nohelani Uʻu-Hodgins.


Resolutions 26-129 and 26-130 would shift roughly 2,554 apartment-zoned units into hotel districts and preserve their short-term rental rights. That carve-out matters because Ordinance 5909 phases out transient vacation rentals in apartment districts starting January 1, 2029 in West Maui and 2031 countywide. The committee reconvenes morning of August 19.

STRASBURG TOWNSHIP, PA
Supervisors in Strasburg Township voted 2-1 on August 3 to postpone a decision on new short-term rental restrictions in Lancaster County. The proposed zoning amendment would confine rentals of 30 days or less to the Gateway North commercial zone along Route 896.

What tipped the board was a review by township administrator Mark Deimler showing supervisors had misread planning commission minutes that recommended letting farmers rent a second existing house on their land. Chair Tom Willig and Vice Chair Mike Weaver chose to hold off while Supervisor Peggy Dearolf voted to proceed.
HAWAII COUNTY, HI
A deadlocked committee vote has stalled Hawaii County's attempt to give hosted short-term rentals their own property tax rate. Bill 173 from Hamakua Councilwoman Heather Kimball would create an 11th real property tax class covering owners who rent bedrooms or ohana units inside their primary residence for stays under 180 days. The new rate would sit between the residential and long-term rental classes.

4-4 in early August 2026 and sent the measure to the full council with an unfavorable recommendation. Owners who register or cease operating by December 30 2026 would escape rollback taxes penalties and interest, with more than 2,000 properties that could qualify.
COLLIER COUNTY, FL
A ballot question this November asks Collier County voters to add a sixth penny to the local bed tax which will lift it from 5% to 6% on all lodging rented for six months or less. Vacation rentals and hotels alike would be covered starting January 1, 2027 if the measure passes on November 3, 2026.
Revenue would climb by roughly $10 million annually and fund Phase 4 and Phase 5 of the Paradise Coast Sports Complex. The Naples Area Board of Realtors warns the hike could dent competitiveness for short-term rental operators. Residents can weigh in at North Collier Regional Park on August 24, 2026, 6pm.

NEW ORLEANS, LA
Platform verification and block-level permit caps both survive after a federal appeals court backed New Orleans short-term rental rules on 6 August 2026. The Fifth Circuit decision in Bodin v. City of New Orleans affirms a 2023 ordinance limiting non-commercial licenses to one per residential square through a lottery.
Judges also upheld the 2024 rule requiring Airbnb and rival platforms to confirm a valid permit before any booking. The panel rejected takings, due process, First Amendment and Section 230 arguments and noted that expecting the city never to regulate residential property was unreasonable.
WEST TISBURY, MA
Landlords willing to give up nightly bookings can now collect cash in a second Martha's Vineyard town. West Tisbury launched its Lease to Locals program this August 2026 with $150,000 in funding and a target of ten new year-round homes.

Owners earn $4,000 for each qualified tenant housed up to $12,000 annually and rents stay capped between $2,900 and $4,250 depending on unit size. The town shares operator Placemate with neighboring Chilmark at $2,500 monthly each. The rollout arrives as Chilmark opens year two after converting five short-term rentals in its pilot.
