LAFAYETTE, CO
A $100 festival short-term rental license won approval from Lafayette City Council as a pilot program running through June 1, 2027 so any person or organization can rent out a main dwelling or ADU during city-approved events such as the Sundance Film Festival which comes to nearby Boulder from January 21 to January 31, 2027.

The festival permit costs half the standard license and lets owners self-certify instead of passing a city inspection while occupancy limits, safety standards, insurance, parking and trash rules stay the same for both licenses. The pilot ends unless council extends it or makes it permanent.
DULUTH, MN
Fees for short-term rental applications and inspections modeled on the fee schedule for the city's long-term rental licenses go to a City Council vote on October 13 as Duluth follows up on the ordinance it passed last month to tighten short-term rental permitting.

Other resolutions on the same agenda ask staff to give council regular updates on how the tightened permitting rules are being carried out and what impact they are having as council works to make sure the city complies with its new ordinance.
MADISON, AL
Violation notices went out to 42 short-term rental operators who missed the end of September deadline to apply for a city permit and those cases will now be prosecuted in municipal court with fines of up to $500 a day. Only 15 of 57 active listings the city identified were compliant as of October 7.

The city has also collected more than $5,500 in past-due lodging taxes while its legal department reviews older listings that are no longer active for back taxes, and three substantiated complaints within 12 months can lead to a permit suspension.
DALLAS, TX
Attorneys with the Texas Public Policy Foundation filed an amicus brief urging the Texas Supreme Court to take up City of Dallas v. Dallas Short-Term Rental Alliance and uphold a lower court's preliminary injunction against the city's ban on residential leases of fewer than 30 days.

Dallas petitioned the high court for review after the injunction though the court has not yet agreed to hear the case while the foundation argues the dispute raises broader questions under Article I, Section 19 of the Texas Constitution that call for at least rational basis review of property restrictions.

LOS ANGELES, CA
Demand for short-term rentals rose 23% and revenue climbed 21% during the 2026 FIFA World Cup period compared with summer 2024, a hotel industry report released October 12 found while 72% of surveyed Los Angeles hotels said the tournament hurt their 2026 financial outlook.
Los Angeles' 2026 World Cup Hotel Impact Report
A Hotel Association of Los Angeles report examines the 2026 FIFA World Cup’s impact on local hotels highlighting disappointing financial results, rising short-term rental demand, and concerns ahead of the 2028 Olympics.
The said report which is from a research project of the Hotel Association of Los Angeles that surveyed 210 hoteliers said incentives for short-term rental listings drew guests away from hotels and the association urged the city to avoid an unchecked expansion of short-term rentals ahead of the 2028 Olympics.

Paying property owners to switch short-term and seasonal rentals to year-round leases was the focus of a special work session on October 8 where Town Council questioned a vendor bidding to run the Homeowner Rental Incentive Program but took no vote or contract award.
The company said a pilot could launch in spring and convert 20 to 30 units in its first year with tenants earning up to 120% of area median income and rent caps set by council while it put retention after a one-time incentive at about 70% nationally.
