NORFOLK, VA
New vacation rentals in Willoughby must sit at least 300 feet from any existing one after Norfolk City Council voted to create a short-term rental limitation overlay district on October 13. Existing rentals in Willoughby Spit can renew through administrative permits while a property with four documented violations within two years will be barred from short-term renting for two years.

The overlay grew out of density complaints from the Willoughby Civic League and Councilman Thomas Smiegel failed in a bid to shrink the buffer to 150 feet as he urged more action against illegal rentals.
FOLLY BEACH, SC
A $50,000 study of short-term rental rules moved ahead as City Council weighed four proposals from firms bidding to run it on October 13 after a judge invalidated the city's 800-license cap in August. The study will test six scenarios including keeping the cap, a 72-day yearly rental limit for all properties, and license transfers within families or at sale.

Results are expected by the end of the year so council can revise the ordinance before the 2027 rental season while a six-month moratorium on new licenses runs through February.
CORPUS CHRISTI, TX
City staff presented noise monitoring, parking standards and zoning changes as possible short-term rental fixes to City Council on October 13, and the committee reviewing the rules will return with a first reading of its proposed changes on November 10. Ocean Drive residents showed videos of noise, illegal parking and trespassing.

The review began August 25 over complaints that Chris Munro, managing partner of the city's largest rental operator, was getting around neighborhood density limits. Munro has since filed a notice of claim, a step taken three months before a possible lawsuit which the interim city attorney is reviewing.
SCOTTSDALE, AZ
More than 40 shots were fired in about 10 seconds during a party at a south Scottsdale short-term rental early on October 11. While police reported no injuries, several nearby homes were hit including one where a bullet struck just above a window as a 5-month-old slept inside. Neighbors said about 25 people fled as officers arrived and that detectives described the guests as ages 16 to 22.

No arrests had been made as of the report while the home's Airbnb listing appeared to come down after the shooting and residents described ongoing noise and fights there.
ST. JOSEPH, MI
Harbor Shores Community Redevelopment will bar short-term rentals on units 12 through 16 of a proposed development beside the Edgewater Dunes neighborhood after the Planning Commission advanced the project to the full City Commission. The plan calls for up to 21 housing units including 16 single-family homes and four or five townhomes on a 12.2-acre site where nearly half the land is wetland.

The developer is seeking a planned unit development designation and agreed to the rental limit after meetings with neighbors who also raised concerns about building heights, setbacks and landscaping.

“Why hasn't San Diego closed its illegal eviction loophole? @CM_Jencampbell said she would bring the issue to a committee she controls. But she never did. She leaves office in less than two months, and the loophole remains open.” https://t.co/mhodI3L1G4
