PACIFIC, MO

Short-term vacation rentals will be confined to Pacific's downtown area after the Board of Aldermen voted 4-2 to approve new restrictions at its October 20 meeting, pulling the use out of the city's neighborhoods.

The approved bill amends sections of the municipal code to eliminate short-term vacation rental as a conditional use in the NU Nonurban District and in all residential zoning districts so the downtown area is now the only part of the city where these rentals are allowed.
MONTGOMERY COUNTY, MD
Bill 42-26 would require booking platforms to verify a county rental license before listing a short-term rental with the County Council's Planning, Housing and Parks Committee to review the proposal today, October 26.

The bill would also bar platforms from collecting or processing payment for unlicensed rentals and require them to file an annual report on rental occupancy with penalties for noncompliance while the Department of Housing and Community Affairs would provide an electronic system for verifying licenses. Operators renting for fewer than 30 consecutive days already must obtain and renew a license each year.
ASPEN, CO
City staff will ask City Council to approve amended Short Term Rental Program guidelines by resolution on November 17 with changes that would allow permit transfers and tax-reporting exemptions and add instructions for the city's newly launched permitting software.

The update lines up with the annual permit renewal period from November 15 through January 14, 2027 when operators will submit renewal applications through the new system and staff plan to publish the amended guidelines and notify permit holders immediately after approval. The guidelines explain how the city carries out policy already set in its Land Use Code.
DALLAS, TX
Texas Supreme Court justices will hear the city's fight with short-term rental operators in December over rules first briefed to City Council in 2023 that would bar short-term rentals from nearly all residential neighborhoods.
Texas Supreme Court Order Sets December Hearing on Dallas STR Restrictions
Official October 23, 2026 court order granting review of Dallas’s short-term rental case and scheduling oral arguments for December 3, 2026 (Case No. 25-0748)
The city argues its regulations still leave owners free to rent in commercial and multifamily areas while operators contend the rules effectively shut down most rentals and violate their property rights, leaving the Texas Supreme Court to decide whether the city's limits can stand.

BENNINGTON COUNTY, VT
Stronger short-term rental regulation emerged as a priority in community input for Arlington's new town plan as regional planners briefed the Planning Commission on survey findings on October 15.

The Fire Department in particular wants a clearer picture of where rentals are located and who serves as the emergency contact when problems arise while nearly 90% of survey respondents said current housing options fall short. Planners aim to finish a draft by April 2027, hold a hearing that May and adopt the plan by June 2027.
MIAMI, FL
Fines of up to $5,000 per day could follow if a Brickell condo tower is not brought into compliance by October 30 after the city issued a notice of violation to Brickell Bay Plaza Inc., the certificate-of-use holder for The Club at Brickell Bay.
City code inspectors have cited The Club at Brickell Bay, one of Miami's largest condominiums, for operating as a hotel, part of an effort to shut down hundreds of short-term vacation rentals at the Brickell tower.

Officials found more than 300 vacation rentals advertised in a building permitted for only 30 short-term units, following a cease-and-desist letter in August. The developer says the city cited the wrong property while Commissioner Damian Pardo plans to pursue a citywide short-term rental registration ordinance and a dedicated task force.
NEW ORLEANS, LA
Court documents show a former Department of Safety and Permits employee made 408 edits to 27 short-term rental licenses between March 5, 2025 and January 14 with at least 48 edits tied to a French Quarter apartment building where rentals are banned. Elisha Bell Collier was arrested on October 19 on four felony counts including malfeasance in office.

The arrest came days after the City Council adopted Ordinance No. 35,574 on October 15 which raises the nightly fee on each rental stay to $20 along with Ordinance No. 35,597 aligning city rules with a Fifth Circuit ruling on corporate ownership.
SCOTTSDALE, AZ
The city attorney is petitioning the court to suspend a short-term rental license for 12 months after an argument at the vacation home escalated into gunfire on October 11 when officers recovered 58 shell casings and bullets struck a home across the street.

The case comes as police logged 665 calls for service at rentals from January through August while officers have filed 460 charges at rentals this year and the city which counts 2,966 active licenses, backs state proposals for higher licensing fees.

Gunfire at a short-term rental party killed a 23-year-old man and wounded a second man believed to be 19 after a disturbance escalated inside a city-registered home where more than 50 people had reportedly gathered.
Houston's ordinance requires operators to register, name an emergency contact, meet building and fire codes and disclose maximum occupancy, and it bans advertising rentals as party spaces. Starting January 1, 2027, the city will notify platforms to remove listings that lack a certificate of registration.
FLAGLER BEACH, FL
Unanimous denial from the City Commission on October 22 blocked two homeowners' bid to turn an oceanfront house into a short-term rental after commissioners rejected a future land use amendment that would have changed the property from medium-density residential to commercial.

The vote also stopped an accompanying request to rezone the home to tourist commercial despite the owners' offer to sign a restrictive covenant limiting commercial activity as commissioners warned that one conversion could invite similar requests. The owners can still rent the home if stays meet the city's minimum duration requirements.
