ENCINITAS, CA
Permit renewals for short-term rentals in Encinitas will shift from every year to once every three years after City Council unanimously approved an ordinance updating the city’s rental rules on October 14 to streamline administrative work for staff and operators.

The ordinance also allows the city to collect transient occupancy taxes directly from short-term rental facilitators who would then remit the funds to the city while further changes update definitions and modify auditing requirements tied to rental operations.
BLACKSBURG, VA
A $500 civil penalty replaces the town’s $1,000 criminal penalty for homestays that operate without registration or break other rules after Blacksburg Town Council unanimously approved updates to its homestay ordinance which the town attorney described at an October 13 meeting as a move to match state code capping such penalties at $500.

The revised rules also let a lessee run a short-term rental with the owner’s permission limited to one unit in town, ending the requirement that only an owner living in the home could operate one.
SAUGATUCK, MI
City Council voted 4-2 on October 13 to extend the grace period for short-term rental license renewals from five days to 60 days so Saugatuck owners who still miss the deadline of 30 days before expiration can now apply up to 30 days after their license lapses.

That flexibility carries a late fee of $100 per calendar day for anyone who misses the original deadline. Mayor Holly Anderson and Councilmember Joe Clark opposed the amendment while the city manager raised concerns about repeatedly changing the city’s licensing requirements.

AUGUSTA, GA
Short-term rentals would be banned from regular neighborhoods and allowed only with a permit on agricultural land, in medical zones and in three downtown pockets under a zoning rewrite that heads to a public hearing on October 21.

Any stay under 30 days including Masters week rentals would require a city permit and the 8% hotel-motel tax with occupancy capped at two adults per bedroom and six people total. Hosts with three violations could lose their permit for good and final rental language is expected at a second presentation to commissioners in November.
ROCKPORT, ME
Voters will decide on November 3 whether to adopt a Rental Housing Unit Ordinance requiring every rental or housing unit to register each year with a $100 life safety inspection in the first year after the Select Board voted 5-0 on September 14 to place it on the ballot as Article 3.

A separate Article 2 would formally allow short-term rentals in all zoning districts except the Industrial District while property owners at an October 13 hearing called the rules intrusive.
BRECKENRIDGE, CO
The Colorado Supreme Court agreed to hear a rental owner’s challenge to Breckenridge’s $756 per bedroom short-term rental license fee on October 19, taking up as a matter of first impression whether the fee set by a 2021 ordinance is really a tax that needed voter approval under the Taxpayer’s Bill of Rights.

The owner argues rentals already bring in enough sales and lodging tax to make a fee unnecessary, after a trial judge dismissed the case and a Court of Appeals panel upheld that ruling in March.
CARRBORO, NC
Neighbor pushback over a developer’s plan to build three rental homes put short-term rental regulations on the Town Council’s October 20 agenda where members were expected to weigh whether rule changes or other legal options could address residents’ concerns.

— ABC11 EyewitnessNews (@ABC11_WTVD) October 20, 2026
The developer already holds zoning and building permits so construction can move forward but the homes still need special use permits before operating as short-term rentals. The Board of Adjustment will decide on those permits after a public hearing since council members cannot directly stop the project.
