Nonhosted short-term rentals, hotels and other overnight stays would face a 3% occupancy tax under a law the Town Board voted unanimously to introduce on October 13 with a public hearing and likely vote set for November 10. The tax would take effect in January 2027 on top of the existing 5% Dutchess County occupancy tax and be collected quarterly from platforms or private operators.

Covered rental owners would need to register with the town by January 1, 2027 to keep operating legally while hosted rentals where the owner lives on site would stay exempt for now.
ORANGE, NJ
An annual permit for every short-term rental with the permit number on each listing moved forward after the township council passed Ordinance 44-2026 on first reading on October 6 with final passage set for November 4. The ordinance would set a two-night minimum for stays under 30 days and bar split reservations used to get around it.

Occupancy would be capped at two guests per bedroom plus two or lawful occupancy if lower, while a responsible party must be able to reach the property within 60 minutes. Existing rentals would get 90 days after the effective date to apply.
CLARK COUNTY, NV
Federal appeals judges ruled the injunction against the county’s short-term rental licensing process was justified but too broad since it effectively lets anyone run unlicensed rentals including people who never applied. The court noted the license portal opened for a single window between 2022 and 2023 and that the county has not accepted or finished processing applications since.

County officials say a narrower injunction lets them enforce against disruptive rentals and an ordinance amending the rental law is set for introduction at the October 20 Board of County Commissioners meeting.

ELLSWORTH, ME
Three of the four candidates for two open City Council seats backed tracking or regulating short-term rentals at a forum on October 13 ahead of the November 3 election. Councilor Nancy Smith supports a rental registry and inspections to give the city more data while former councilor Casey Hanson said rentals are pushing up local housing costs and need regulation.

Newcomer Robert Grant Sr. said the city would benefit from knowing where rentals are, but fellow newcomer Tiffany Dilda-Gaspar argued housing development deserves more focus and that rentals do not affect the affordable housing market.
SOUTHWEST HARBOR, ME
A rental survey drafted by a Sustainability Committee subgroup can now reach residents after the Select Board gave the go-ahead to send it out as the town studies how its homes are used. The push follows state law LD 2173 which requires towns to allow up to four units on some lots by July 1, 2027, raising worries that new units could become short-term rentals instead of year-round homes.

A May inventory of about 90% of local dwellings found roughly half are year-round homes with about a quarter each used by summer residents and short-term visitors.
PORTSMOUTH, RI
Owner occupancy for new rentals, neighborhood density limits and a ban on weddings and parties were among the ideas raised as the Town Council reviewed options to update its short-term rental ordinance on October 13 when staff counted about 145 to 150 whole-house rentals that are not owner-occupied.

Other options include two classes of rentals and occupancy counts that include children under 12 though legal counsel has not reviewed them and complaints since 2023 have been minimal. No changes were made as members discussed forming a stakeholder group with the council next meeting on October 26.
